TRTA Legislative Advances

During the 89th Regular Session, 8,719 House and Senate bills were introduced. This number does not include resolutions. The number of bills that ultimately passed both chambers was 1,213 (approximately 14%).
To date, Governor Abbott has vetoed two bills. House Bill 353 would have created a criminal offense of trespass on or near school or day-care center property. Senate Bill 378 prohibited certain practices by a barber or cosmetologist.
TRTA followed 63 bills. Of those, only 12 passed, none of which were of any particular benefit to TRS retirees, save the one mentioned by Brock on the Zoom call, i.e., a provision in HB 2, which offers ISDs more flexibility to accommodate the surcharge required to rehire retirees.
Relatively early on in session, it became apparent that TRS would not be a high priority for the 89th Legislature. However, it is noteworthy that during every other session over the last decade, TRS retirees have been a high priority.
The FOCUS of the 89th Legislature was on large, statewide matters, such as water, power, school finance, and of course, education savings accounts.
It certainly reminded me that our "WINS" are not only in terms of specific bills being passed, but they can also be in the form of our group's reputation and the relationships we forge as we do our work in Austin. An example that many members mention to me is the funding and direction given to TRS to lower the cost of insurance premiums for those covered by the TRS-Medicare plan.
